To establish a strong Asian American civil rights presence in the state capital, APALC and Chinese for Affirmative Action in San Francisco create Asian Americans for Civil Rights and Equality (AACRE), a joint advocacy project based in Sacramento. Asian Law Caucus joins in 2004. The project achieves significant success in its first year when in the fall of 2003, the Governor signs AB 309, authored by Assemblymember Judy Chu, which expands an existing requirement to translate business contracts into Spanish to include four additional languages: Chinese, Korean, Tagalog, and Vietnamese.  The bill is based on APALC’s lawsuit against Wondries Toyota on behalf of limited English speaking consumers.
