Program Director - Health Access Project (HAP)

Position Summary: Through HAP, Advancing Justice-LA anchors the Health Justice Network (HJN), a statewide network of close to 60 AANHPI and other communities of color organizations working on health care issues, including health care reform and access to health care services. Under the supervision of the Executive Director, the Program Director seeks to address the health care needs of AANHPI communities and to increase access to affordable, quality and culturally and linguistically appropriate health care for AAPIs through outreach, education, enrollment, and advocacy.  The Director will direct HAP by developing and implementing its vision, short and long-term goals, and strategic direction in conjunction with the HAP team. The Director must possess a substantive knowledge of the federal, state and local health care systems and programs, an understanding of health care reform, and a thorough grasp of a broad range of health-related issues to lead and teach the HAP team and our Health Justice Network (HJN), as well as maintain the teams’ knowledge of the constantly changing health care landscape.

Responsibilities and Duties:
  • Oversee and guide the work of the project and staff to ensure alignment with the agency mission
  • Develop and implement annual unit work plans with the HAP team that incorporates grant deliverables 
  • Supervise HAP staff to ensure their performance meets HAP’s goals and deliverables, including increasing their health care expertise
  • Perform administrative functions, including timesheet review and submission, approval of expenses, periodic and annual staff evaluations, etc.
  • Work with Development to secure funding for HAP to achieve proper growth for HAP, including drafting and finalizing timely grant proposals and reports, exploring potential funding sources, and meeting with current and possible foundations and funders
  • Coordinate client services with other units within the Agency
  • Work with Finance to direct and maintain oversight of unit budget
  • Strategize appropriate program work given community needs, priorities and agency resources
  • Lead, supervise and conduct administrative, legislative and policy and advocacy efforts to expand access to health care programs, to ensure culturally and linguistically appropriate health care services, and to improve the overall health care system in California and the U.S.
  • Support and build the capacity of HJN partners and collaborate with other AANHPI and progressive coalitions to further HAP and Advancing Justice-LA’s mission and goal 
  • Participate in strategic meetings with institutions and community groups
  • Support and strategize around campaigns to advance human and civil rights
  • Monitor legislation in the areas affecting project work
  • Engage in public speaking at forums to advance Advancing Justice’s’ policy agenda
  • Work in cooperation with other units/projects, senior leadership and other staff members within the agency about health issues and advance organizational issues and policies affecting clients
  • Other Duties as Assigned
  • Minimum Education and Work Experience:
  • Bachelor’s Degree (a relevant graduate degree preferred)
  • Minimum of 5 years’ experience in health care reform and/or health care systems issues, including Covered California, Medi-Cal program, and/or the health care safety net system
  • Minimum of 5 years’ supervisory and project management experience 
Knowledge, Skills, and Abilities:
  • Knowledge and experience working with diverse communities and coalitions, especially AANHPI communities, in California
  • Development experience and proven ability to raise funding
  • Strong attention to details  
  • Strong commitment to social justice and civil rights issues
  • Ability to decipher complex legislation material and disseminate a simplified version of such material
  • Excellent oral and written communication skills
  • Must be creative, self-directed, motivated, organized, comfortable working independently and have the ability to initiate and coordinate projects in a timely manner
  • Ability to work flexible hours, including some evenings and weekends
  • Knowledgeable in MS Office Suit products
  • Design experience, including familiarity with Adobe Photoshop, InDesign, Illustrator, and other software programs a plus 
  • Bilingual ability in an AANHPI language a plus
  • Ability to access reliable means of transportation is required
  • Familiarity with and interest in working with immigrant communities
Compensation/Benefits: Salary will be negotiated, depending on experience. Benefits include medical, dental and vision insurance with retirement plan. Parking provided.
